Chamber of Commerce of Serbia Membership fee for 2025

The Chamber of Commerce and Industry of Serbia has adopted a Decision on the Amount, Method, and Deadlines for Payment of the Unified Membership Fee and Financing of the Chamber of Commerce of Serbia for the Year 2025. This Decision was published in the Official Gazette of the Republic of Serbia No. 103/2024.

Article 3 of the Decision stipulates that all business entities (legal and natural persons) engaged in a registered business activity within the territory of the Republic of Serbia are members of the Chamber.

Article 4 defines the membership fee amounts, categorized by groups according to annual revenue generated in 2024 and company size as of the date of preparation of the regular financial statements for 2024:

Taxpayer Group Annual Operating Revenue (RSD) Monthly Membership Fee (RSD)
I – Micro enterprises 600.00 + 1/12 of 0.004% of operating revenue
II – Small enterprises 3,600.00 + 1/12 of 0.004% of operating revenue
III – Medium enterprises 43,000.00 + 1/12 of 0.004% of operating revenue
IV – Large enterprises 160,000.00 + 1/12 of 0.004% of operating revenue

Members whose annual revenue is below RSD 20 million are exempt from the variable portion of the fee (0.004% of operating revenue paid in monthly installments). Members whose revenue is below RSD 1 million are exempt from paying any membership fee for 2025.

Newly established companies are exempt from paying the fee within one year from the date of incorporation.

Companies undergoing bankruptcy or liquidation procedures are exempt from paying the membership fee starting from the month in which such proceedings are initiated.

The maximum monthly membership fee cannot exceed RSD 185,000 or 1/12 of the tax-deductible limit for membership fees (0.1% of operating revenue). Therefore, companies with an annual revenue below RSD 7.2 million will pay a monthly fee lower than the fixed portion (RSD 600), as the fixed amount exceeds the allowable tax-deductible expense for such firms.

Given that the membership fee calculation involves various parameters, business entities are advised to use the membership fee calculator available on the website of the Chamber of Commerce and Industry of Serbia:

The calculator for the years 2025, 2024, and 2023 is currently available. Upon entering the company’s tax ID (PIB) or registration number, the website generates a payment order, which includes not only the monthly fee amount but also all other relevant payment details.

Finally, we remind that the Constitutional Court has rejected the initiative to declare the fee collection unconstitutional, thereby confirming that all business entities are mandatory members of the Chamber and are obligated to pay the membership fee.
